Central Govt employees to take cleanliness pledge on Oct 2

All Central Government employees will have to be present in office on October 2, Gandhi Jayanthi, the day when Prime Minister Narendra Modi will launch ‘clean India campaign, and take the cleanliness pledge, a directive issued by the Cabinet Secretary Ajith Seth said.

The employees will be administered ‘Swachhata Shapath’ (pledge of cleanliness) in government offices, public functions and events on October 2, the directive said. The cleanliness drives led by senior officials will be undertaken in all government and public offices, it said. The Centre had earlier declared October 2 (Mahatma Gandhi’s birthday) as gazette holiday.
There will be a special cleanliness drive in government offices from tomorrow till October 2 to get rid of clutter, garbage and weed out old and unwanted things from government premises, the directive said. The Cabinet Secretary had earlier also written to secretaries of central government departments pressing the need for clean working spaces.
“There are certain offices where construction material is lying for years. In some office premises, unused or junked vehicles are also parked. The departments have already been asked to make sure that no clutter, unused vehicles, rubbles or building material are lying in the office premises,” a Personnel Ministry official  said. There may be surprise inspections to ensure the effectiveness of cleanliness drive, he said. Senior officials have sprung into action and instructed their concerned supervisors to ensure that the office premises are clean.

The Attendance ID will be generated from you Aadhaar number, the 6 digit number will be generated based on the last 6 or first 6 digits of your Aadhaar number. The attendance ID will only be active to mark attendance only when your Aadhaar information is verified by UIDAI and activated by you Nodal officer.
 
Attendance ID has been sent by SMS to your registered Mobile Number.
Enter your 6-digit Attendance ID on Screen
 
A Red light will start to glow on Finger Print Scanner
 
Now put any one of your fingers on the Finger Print Scanner
 
DO NOT move your finger on scanner otherwise finger prints will not be properly scanned
 
DO NOT Press very hard on Finger Print Scanner
 
Once the screen shows “Authenticating, Please Wait”. Remove your finger from the scanner
 
A pop-up screen will show your Photo and Attendance Type as “Opening” for the first time you mark the attendance for that day
 
If Attendance Type is “Closing” then it will be counted as OUT Time. However, OUT time would be the LAST “Closing” time marked by you. Any “Closing” time in-between “Opening” time and Last “Closing” time would be ignored
 
If, you see a CROSS instead of your photo, then some ERROR has occurred while marking attendance.
 
You will be able to mark your attendance in any bio-metric terminal installed in various Central Government buildings
 
You can also mark your attendance in any of finger print devices, which have been connected on Windows 7 or Windows OS. Presently client attendance software is not available for MAC OS
 
If you are having difficulty in marking attendance-using fingerprints scanning devices, please try marking your attendance through Iris Device, which may be available with NIC In-charge in your organization

Aadhaar-based biometric attendance systems for central government employees by the end of this month

 

Aadhaar-based biometric attendance systems for central government employees will be fully operational by the end of this month.“The biometric attendance system for central employees will be fully functional by the end of this month,” Information Technology Secretary Ram Sevak Sharma told PTI. According to Sharma, the attendance of the employees can be tracked through a website, attendence.gov.in, which would be fully operational by the month-end.
The attendance web portal will use the information entered in the biometric devices and will act as a centralised management information system (MIS) for attendance.Under the new attendance system, the employees would be able to mark their attendance using biometric reading devices in various government offices.It will facilitate employees mark their attendance at other central offices also which would help the government to track their movements.
According to the information available on the attendance web portal, as many as 163 central government organisations have registered themselves for the same.At present, as many as 1,816 biometric attendance devices are operational in various central government offices. There are around 43,000 registered users (employees), out of which 18,262 are Aadhaar verified.

Board issues instructions on functioning of Audit Commissionerates

Board has issued instructions on functioning of Audit Commissionerates.  Main features of the Audit Commissionerates are as follows:
1. In non-metros with multiple Executive Commissionerates located in different geographical regions, Audit Commissionerate HQRS will be situated in         the city where the Zonal office is situated. However, Circles on the lines of Divisions will be situated in the city where Executive                                  Commissionerates are      located. 
2. Audit Commissionerates will be divided into Circles on the lines of Divisions and each Division will be divided into may be Five Audit Groups on the     lines of Five Ranges in each CE Division. Each Circle will be headed by AC/DC.
3. Audit Commisisonerate will have four  Sections. 
     1. Planning and Coordination Section
     2. Administration, Personnel and Vigilance
     3. Technical Section
     4. Risk Management.
4.   HQRS of each  Audit Commissionerates will have two or thee Addl/Joint Commissioners who would be supported by four ACs/DCs.
5.   Audit Commissionerate shall issue the show cause notice, wherever necessary, after  the audit objections are confirmed in the MCMs. The SCN        shall be answerable to and adjudicated by the Executive Commissioner or the subordinate officers of the Executive Commissionerate as per the          adjudication limits prescribed by the Board. Audit function will end with the issuance of show cause notice and further action including adjudication      and follow-up shall be the responsibility of Executive Commissioner. 
6.  Litigation after adjudications, pre and post audit of Rebates/Refunds and AG Audit Correspondence will be attended by Executive                                   Commissionerates.

Trade Notices on Reorganisation of formations in Hyderabad Zone likely to be issued this week.

It is learnt that Trade Notices on Reorganisation of formations in Hyderabad Zone consequent to implementation of CR are likely to be issued this week. 
In Hyderabad Zone present Divisions from Hyderabad "A" to Hyderabad "N" are being replaced with names of area wise Divisions as detailed below Commissionerate wise.
I. Hyderabad-I Commissionerate:
 There will be Six Divisions as detailed below.
  1. Patancheru Division
  2. Pashamylaram Division
  3. Jinnaram Division
4.    Sadashivapet Division
5.   Ramchandrapuram Division
6.   Nizamabad Division.
II. Hyderabad-II Commissionerate:
     There will be Five Divisions  without any Service Tax with ICD in Thimmapur Division as detailed below.
  1. Secunderabad Division
  2. Hyderabad Division
  3. Shamshabad Division
  4. Thimmapur Division
 5.  Kothur Division
III.  Hyderabad-III Commissionerate:
     Six divisions are proposed three City based (Two CE and one ST) and  three  Mofussil Divisions  (New Division in Karimnagar Dist.) as detailed below.

Govt. approves fourteen senior Chief Commissioners as Principal Chief Commissioners w.e.f. 15-10-2014.

Government has approved fourteen senior IRS Offices to the rank of Principal Chief Commissioners to the  top pay scale of Rs 80,000 per month, bringing them on par with top secretaries and DGPs thus meeting their long pending demand to bring their senior most officers on par with those in the IAS and IPS.
The Finance Ministry issued an order to appoint 14 Principal Chief Commissioners of Customs and Central Excise on last December 18. The top  post in theIRS cadre in field formations till now used to be either a Chief Commissioner (CC) or a  Director General which is equivalent to an Additional Chief Secretary rank  officer but the government last year approved a massive cadre restructuring of the Customs and Central Excise department after which the senior most officers stand to get a pay scale on par with the DGPs and top secretaries of the government.
A total of 14 Chief Commissioners will be designated as Principal Chief Commissioners with a salary of Rs 80,000 per month and 38 Chief Commissioners will be upgraded Chief Commissioners under cadre restructuring with a salary of Rs 75,500-80000 from their present salary Rs 67000-79000.
An IRS cadre officer now can get salary on par with his bosses, Chairman and members of Central Board of Excise and Customs (CBEC), when he will be posted as Principal Chief Commissioner from October 15.
As the cadre restructuring of the Customs and Central Excise department is still being done by the CBEC, the 14 officers will officiate from their incumbent posting as there are no new charges to be held. All these officers will now be equivalent to the Special Secretary rank to the central government.
Sources said, close to a dozen more senior Chief Commissioners and Director Generals are expected to be appointed as the Principal Chief Commissioners shortly.
