CONTRIBUTION OF OUR PREDECESSORS OFFICE BEAREARS TOWARDS AICEIA HAVING ACHIEVED IN LARGE MEASURE OBJECTIVES SHARED BY THEMSELVES IN XVIIITH CONVETION HELD AT TRIVENDRUM

Dear Comrades, I have the privilege to inform that our predecessors Invited at one Dice and Honored by this association to take their advices and heard them Patiently.

   Our erstwhile President and Secretary General who had truly outstanding have been the contributions made to the organization’s causes by our predecessors and made this organization very strong and fruitful, due to their hard work, we have the satisfaction of having achieved in large measure the objectives they had set for themselves then, and having fulfilled the promise made to our fraternity. This was a unique and first kind of experienced that our Hon’ble President Shri A.Satish and Shri K.G.Ajit Kumar had invited to our erstwhile presidents and Secretary Generals at one dais to honoured them and  share their experience and also have the valuable suggestions and advise to our members being to foster  transition to a more youthful and even more representative leadership.

As we bid adieu, it would only be appropriate that we share here the valuable suggestions and advise of our predecessors those who had privileged to work for this organizations on the capacity of erstwhile President and Secretary General. Here I tried re-produced their lectures and valuable advise which they shared with the our members in the convention:-

1) Shri Kousik Roy – He worked for this organization more than 5 years. He said that  serving the cadre had been a privilege for him. He spoke about the C.R. and 7th CPC and advised to our new All India Office Bearers to discharge their duty honestly and perfectly and represent the cadre demand in a proper manner before the CBEC.

2) Shri K.P.Manoj –  He worked for this organization as a President. He spoke about the work of the Shri A.Satish and K.G.Ajit and appreciated their style of work and approach. He threw light on the regional disparities and stagnation which is very much prevailing in the Inspectors cadre. He advised to the new committee to work hard in proper manner and represent/redress the cadre problem properly to the Revenue Secretary and IRS. He also described the Stagnation in the cadre of Inspectors and said with a heavy heart that in the whole service our cadre fellow gets only a single promotion .i.e. in 35 years. He also advised the new committee to take up the pension issue(PF) very seriously before the government as they declared that there shall be no PF for Officers(Inspector’s) joined after the year 2004.

3) Arun Zakaria - He worked for this organization as a President. He started his activities as an Inspector immediately after joining in 1994. He shared his first experience about the association when he attended the first convention & he felt uncomfortable due the egoistic behavior of the Office Bearers in the key posts. He also said that it was very hard time in those days to make any representation to the CBEC.

4) Shri R Manimohan, He is now a Superintendent - A rare talent in the Department, and truly an embodiment of the trinity of virtues of goodness, wisdom and courage. This lecture, I'm sure, will be an inspiration and source of enlightenment to all those interested in organizational matters, especially the young men and women among today's Inspectors, as well as many many others, to be listened to carefully, understood , imbibed and put into practice. I also hope that the AICEIA shall in the years to come continue with this Series which we have only initiated. He said that the in Previous days the body had to be kicked out , but in the present situation this body washed their hands within 18months before completing their tenure, with a pretext that they are Going to get an Promotion in the CR. In the previous days there was only one Federation which contained so many cadres and it was very difficult to present the memorandum before the concerned authorities because in the federation so many cadres were involved and when tried to represent any matter before the concerned authority they were hardly given 15minutes of time. Further he told that at that time members to not interested to hear the grievances but they travelled by flight to cast their vote in their interested candidate and returned. But in the present situation it was very happy to see that all the members and office bearers were very much interested to hear with patience and solved their problems amicably. He also informed that Kerela was the last unit which was associated with the AICEIA very lately. He also advised to the new committee to maintain unity and proper representation before the CBEC, if they smelt any division or weakness in the association so defiantly they will take advantage of that and without unity the association will never succeed. He also advised to the new committee whenever they represent before the concerned authority they should not repeat the history of the demand and they should only say that the demand must be solved immediately.

5) Shri Murali Krishna, He joined the department in 1975 and also worked as a president for AICEIA. He said that after leaving the post of the Inspectors association as a president he never involved in any other Association as an office bearer. He also advised to do justice with the members as they were elected by the member for their welfare and he also advised the office bearers to discharge their duties honestly and sincerely without availing any personal benefits.

6) Sri A.Satish, Former President – He advised to new elected committee members to wrk hard for the development of the Organization and discharge their duty honestly for the welfare of the cadre.

7) Sri K.G.Ajit, Former Secretary General –
It's time now for a new Central Committee to take charge of the AICEIA. The XVIIIth Convention beginning tomorrow in Trivandrum will elect a new Committee, as  the present one steps down with six months of its tenure still remaining, an important reason for this being to foster  transition to a more youthful and even more representative leadership. I trust delegates to the Convention will exercise their franchise astutely, with foresight  and  show good judgment.

For this Committee, it has been a great privilege to champion the cadre's causes since December 2012 when we were elected at the Patna Convention.

We have the satisfaction of having achieved in large measure the objectives we had set for ourselves then, and having fulfilled the  promise made  to our fraternity. It is the result of the relentless efforts of this Association that the CBEC in its meeting on 09.04.2014 approved the proposal put forth by the DGHRD that there should be an All India Seniority for Inspectors of Central Excise. Though the modalities of the same as envisaged by the Board are not to our satisfaction, fact remains that it is a historic breakthrough. We have to continue to employ all our means to ensure that All India Seniority must be ensured for all Inspectors recruited  on the basis of an All India Merit List. Over the past year and a half this Committee has left no stone unturned to eliminate the shameful  disparities that exist among different Zones in promotions of C.Ex. Inspectors to Superintendents. This issue has dominated our agenda throughout our tenure. There is hardly a door which we haven't knocked in pursuit of solutions to this chronic and extremely vexing problem. From M(P&V) to DG HRD, successive Chairpersons of the CBEC and Revenue Secretaries, and also Union Ministers, we have met them all and presented the issue and proposed just and workable solutions. It remains to be seen how fruitful our efforts have been  when the Cadre Restructuring in CBEC gets rolled out.

There have been disappointments too. Lack of discipline shown by some regional units in approaching and meeting  the Board/DGHRD officials directly and communicating demands divergent from the ones reflected in resolutions of the AICEIA CEC meetings and Conventions have done great damage to the Association's overall credibility and severely eroded the influence it had mustered through protracted and  massive efforts. Also we need to be far more responsible in fulfilling our responsibilities and obligations towards the organisation - enhancing membership, collection and forwarding of DDO Certificates, timely collection of membership subscriptions,  payment of dues regularly to the national body, holding of meetings and elections as mandated in our bye-laws, and the like - much is left to be desired on all these counts in several Circles/ Branches/Units.          

Another area where we failed miserably was in forging an alliance with the present  leadership of the Association of Central Excise Superintendents. For reasons best known to them they have been, overtly and covertly, trying to thwart all our efforts to remove regional disparities in promotions within our cadre, and have also been viciously opposing our demand for All India seniority for Inspectors.

The coming days, hopefully, will see  some significant improvement in these two aspects of the organisation's functioning.

We wish all success to the Committee that will take over from the present one the charge of running the AICEIA from here on. We also assure them of all support and assistance, should they require it of us.

Serving the cadre has been a privilege for each one of us on this Committee, and an experience that  each one of us shall cherish and treasure for the rest of our lives. It has been a magnificient team effort, with each one contributing his best. Truly outstanding have been the contributions made to the organisation's causes by two individuals - our beloved President Com A. Satish  and Com. Ashish Biswas, Treasurer of the AICEIA, both of whom despite personal inconveniences,  devoted  time and energy in immense measure and toiled tirelessly  to take the Association forward - the organisation, and I, personally, are hugely indebted to them.

We also received very valuable guidance and advice from several past office bearers of the AICEIA. We are extremely grateful for this, especially to Shri Tirthankar Pyne, Shri R Manimohan, Shri Arun Zachariah, Shri K P Manoj and Shri Kousik Roy.  

I thank every single Central Excise Inspector in the country, all the National and Regional office bearers of the AICEIA, and sister organisations in the CBEC for their unstinted support and all the love they showered on me. I have been truly fortunate in having been able to travel to many parts of the country and interact with thousands of our members.  

As we bid adieu , it would only be appropriate that we share here the link to the recording of the brilliant and enlighteningInaugural Lecture in the AICEIA Annual Lecture Series on Participatory Governance delivered at Nagpur on the 25th of January 2014 by  our erstwhile President and Secretary General, Shri R Manimohan, who is a Superintendent now - a rare talent in the Department, and truly an embodiment of  the trinity of virtues of goodness, wisdom and courage. This lecture, I'm sure, will be an inspiration and source of enlightenement to all those interested in organisational matters, especially the young men and women among today's Inspectors, as well as many many others, to be listened to carefully, understood , imbibed and put into practice. I also hope that the AICEIA shall in the years to come continue with this Series which we have only initiated.

IN THE POST LUNCH OF THE CONVENTION ON 27TH and CONTINUING ON 28TH JUNE 2014, AT TRIVANDRUM

Dear Comrades Namaskar,

Here am giving the details of the post lunch, which was started in the Afternoon session the convention was start with the discussion on the Action Taken Report presented by the Secretary General. All the points was passed unanimously except All India Seniority of the Inspectors. Some circles raised there doubts, how the All India Seniority will be fixed. This point is some what in dark and in confuse hence some zone raised the objection to clarify including Hyderabad Zone .On Seventh Pay Commission Memorandum which has to be submitted by AICEIA on or before 31st July 2014. In preparation to this very important Exercise, a draft memorandum is under preparation by Com.M.Chokkalingam, Joint Secretary(South Zone then) of the AICEIA inputs towards this have been repeatedly sought from all the circles, branches and units of the AICEIA. In this regard, the Hyderabad Circle is the first one who has submitted already, the same was appreciated by the All India Body.

Further as, informed by the All India Body regarding conduct of election and to elect new body of office bearers. The process started and election was conducted in very friendly way and most of the office bearers were elected unanimously without oppose in which one of the Hyderabad Zone office bearer i.e., Shri.B.S.Prasad was also elected unanimously as a Joint Secretary(South Zone). We congratulated our Joint Secretary from bottom of our heart and hope he will be perform his duty sincerely and honestly for the welfare of the South Zone officers.Here the Hyderabad Zone showed unity and gave a chance to Treasurer to work in the All India Body as a Joint Secretary(South Zone) which is happened first time in the history. Further there was a election for some post which took place and selected as per rules. The list of the office bearers will be posted very soon as and when it will be officially published  by the All India Body. The new office bearers were welcomed by the old office bearers and zonal members.After that the farewell given to the predecessor with heavy heart and appreciated there work what they have done during their tenure. On 28th the new office bearers took the charge of All India Body and also discussed the present prevailing problems with the All Zonal Office Bearers and gave assurance to solve/redress the problems and grievances with their best efforts and they also promised to discharge their duties towards the association very sincerely and honestly. All India Central Excise Inspectors’ Association XVIIIth National convention was held at Trivandrum on 27th and 28th June 2014, hosted by Kerala circle at Hotel HYCINTH, Manorama Road, Thampanoor, Trivandrum.

 All India Central Excise Inspectors’ Association XVIIIth National convention was held at Trivandrum on 27th and 28th June 2014, hosted by Kerala circle at Hotel HYCINTH, Manorama Road, Thampanoor, Trivandrum. The inaugural function was started with lighting of lamp by Shri.O.Rajagopal (Former Union Minister of State for Railways) which followed by inaugural address by Shri.O.Rajagopal ,appreciated the work of Central Excise Inspectors and their dedication towards the country development. Further, he told that it is really unfortunate that Inspectors were forced to retired just single promotion in their entire carriers spanning 35 and more years, which was a huge disincentive to work sincerely. He also advised to the All India Office Bearers to address this problem to the CBEC for redressal about stagnation and disparities which are very much prevailing in this cadre region wise. The Former Minister also assured this Association that he will take up this issue with the concern ministry for solution.

 In this regard, it is really unfortunate for the Inspectors cadre as they are not getting the basic immunities and required infrastructures as per the norms laid down by the CBEC and DGHRD. Inspector cadre are really working in very unhygienic office atmosphere as they are sitting in the hub of files on which the dust are accumulated, cockroaches and rats are dancing on them due to that many officers suffering with asthama, allergies and other diseases. Even they don’t have the good infrastructure for doing their work in satisfactory manners like table, chair and computer systems, whereas the IRS Officers are enjoying the luxurious infrastructures. This kind of problems we should be taken up with the zonal heads authority to redress.

Further this program was followed by the All India Office Berriars and their speeches  as given below:-
1). Shri.K.G.Ajit Kumar, Secretary General, AICEIA, presented a Action Taken Report.
2).Shri.A.Satish, President ,AICEIA, conformed the Committee Meet of AICEIA which was held at Mumbai on 22nd and 23rd February.
3). Shri Ashish Bisvas, Treasurer, presented the receipt and payment accounts/balance sheet before the members.

Invitation suggestions for 7th CPC


Dear Comrades,
As you are aware, memorandum is to be submitted by our Federation to the 7th CPC (Central Pay Commission) on or before 31st July, 2014.

The team of Hyderabad circle has undertaken work to prepare draft memorandum to incorporate the same in the final memorandum of our Federation. All the office bearers, Divisional Representatives, Delegates and members of the Association are therefore, requested to send reasoned suggestions in detail through mail at jpsingh055@gmail.com for removing the existing anomalies and for betterment of our cadre.

Note:- Our all India Federation's Convention is scheduled to be held at Trivandrum (Kerla) on 27th & 28th June, 2014 therefore, a delegation of 4 office bearers from Hyderabad Zone have decided to participate in the same. You are requested to also submit your valuable suggestions in this regard.

Goods and Service Tax fear haunts state tax officials



Hyderabad: With the Centre proposing to introduce the indirect Goods and Service Tax (GST) in the state replacing all existing Central and state taxes, the state Commercial Tax Department fears curtailment of its powers.
At the same time, the GST also plans to cover over 77 commercial services that has not been taxed so far.
“The GST will replace most other indirect taxes and harmonise the tax rates on manufactured goods and services. At present, the effective tax rate on services is 10.3 per cent, while that on manufactured goods works out to 20 per cent. Though the GST rate has not been decided it is likely to be around 15 per cent. So the tax on manufactured goods could go down while that on services could go up,” said Mr K.R. Suryana-rayan, the president of the All India Confederation of Commercial Taxes Assoc-iations (AICCTA). “As a result, commercial services like spa which costs Rs 10,000 or more, that are not being taxed at present, and airway services would be taxed once GST comes into force,” he added.
Though GST would simplify the taxation system and will benefit the corporate sector and traders, what the common man is likely to gain is still not known.
Tax expert Vijay Kumar said, “If manufacturers pass on benefits to consumers, the tax burden will come down.” He said that for consumers to benefit from the GST system, the government should set up a commission to protect the interests of consumers as it was done in Australia when it introduced GST in 2000. If tax rates go up, it ensured that consumers were not charged more than what is necessary. Meanwhile, the officers of the state commercial tax department said that GST will curtail the state’s power to take decisions.
The state which now has the right to take decisions on bringing changes and implementing VAT will lose its powers. Instead, a change needs to be okayed by the Committee of State Finance Ministers.
The AICCTA member met the Arun Jaitley on Friday to explain the possible curtailment of their existing power and functions in VAT regime, once the GST regime of indirect taxation is introduced.
The AICCTA sought division of jurisdiction between state VAT departments and Cenral Board of Excise Customs (CBEC) in a way that the new system should not prove disadvantageous to State TAX departments.

LTC BY AIR EXTENDED FOR 2 MORE YEARS TO JAMMU AND KASHMIR AND NORTH EAST.


 
The Union Ministry for Tourism  yesterday extended by another two years a proposal to grant Leave Travel Concession (LTC) to Jammu and Kashmir and North East by air   The package was due to expire yesterday.
The extension in package by another two years will allow all categories of Central Government employees to travel to Jammu and Kashmir by air, using either Air India or private airlines by Economy class only, irrespective of their entitlement.
 
The proposal would not only provide the Central Government employees an additional facility as an incentive but also give boost to tourism in Jammu and Kashmir, official sources said.

An emergency meeting was called on 18th June, 2014 by Chief Commissioner of Hyderabad zone

An emergency meeting was called on 18th June, 2014 by Chief Commissioner of Hyderabad zone in which cadre control Commissioners and Hyderabad-III Commissioner were also present along with the Superintendents and Inspectors Associations. In this meeting CC informed that the process of AGT will be started immediately due to delay in CR. It is also hope that IZT and ICT will be completed in the month of June itself as our officers are eagerly waiting for the same.

FURTHER UPDATE ON CR


AS PER THE INFORMATION RECEIVED FROM UNCONFIRMED SOURCES THE CR NOTIFICATION IS LIKELY TO BE ISSUED DURING BUDGET SESSION INCORPORATING ANY CHANGES IN BUDGET. MEANWHILE THE ALLOTMENT OF OFFICERS WILL BE DONE
 BY DGHRD SHORTLY SO THAT DPCs CAN BE CONDUCTED TO ALL THE CADRES AND PROMOTIONS ARE EFFECTED FROM THE DATE OF IMPLEMENTATION OF CR .

EPF Interest may be raised to 9 % for the year 2014-15 – EPF Interest for 2013-14 is 8.75%


 Retirement fund body EPFO is likely to provide nine per cent rate of interest on PF deposits for the current fiscal to its over five crore subscribers, slightly higher than 8.75 per cent paid in 2013-14.
“The initial estimates indicate that the Employees’ Provident Fund Organisation (EPFO) can easily provide nine per cent rate of interest on PF deposits for 2014-15,” a source said.
According to him, the improved market conditions, especially after the formation of a new government at Centre last month, have raised expectations of higher yields on various investments by the body.
EPFO manages a corpus of over Rs 5 lakh crore. It has received Rs 71,195 crore as incremental deposits from its subscribers under social security schemes run by it during 2013-14, which is 16 per cent higher than Rs 61,143 crore collected by it in 2012-13.
The source said EPFO also plans to unlock its investment of around Rs 55,000 crore in Special Deposit Scheme (SDS). The government pays a fixed rate of eight per cent on SDS to EPFO which is lower than other investment options available in the present legal frame work.EPFO is also expected to improve yields or returns on its investment under the new norms prescribed under an investment pattern notified by the Labour Ministry last year.
According to the new pattern, EPFO can invest up to 55 per cent of its funds in debt securities issued by banks and financial institution and other body corporate.The new investment pattern also allows EPFO to invest up to five per cent of its corpus into money market instruments, including units of mutual funds, equity linked schemes regulated by Securities and Exchange Board of India.The new investment norms also provide for parking up to 55 per cent of the EPFO funds in a new category comprising government and state bonds.

Govt. to raise IT Exemption Limit to Rs. 5 lac and increase Section 80C deduction from the present Rs. 1 lac to Rs.2 lac?…CII urges the Govt. to raise TA, CEA, CHA, Leave Enchashment, LTA allowances


Industry body CII in its report titled Pre-Budget Memorandum 2014-15 has outlined a slew of changes that should be made by the FM in that section of the Income Tax Act, which impacts the salaried class.
Below are the excerpts from the report
> Section 17 of the Income Tax Act, 1961 has been amended to include superannuation contributions made by an employer to the account of its employee as a perquisite. Accordingly, as per Section 17(2) (vii), superannuation contribution by the employer in excess of Rs 1 lakh would be considered as part of the employee’s salary income; thereby increasing the withholding tax liability in his hands..
> Provision to section 17(2) of the Act, medical reimbursements not exceeding Rs 15,000 per annum for employee and his family are exempt. This limit needs to be revised and limit for exemption for medical reimbursements should be increased to Rs 75,000 per annum
> (As per rule 2BB of section 10(14) Limit of transport / conveyance allowance of Rs 800 per month not taxable was fixed long ago and since then the transport cost had increased multifold, thus this limit should be rationalized to a minimum of Rs 3,000 per month.
> Children education allowance should also be increased to Rs 2,000 per month, as the current limit of Rs 100 per month, is too less and does not reflect the high expenses involved in the current education system. Currently, the school fees varies from Rs 2,000 to Rs 5000.
> Children hostel allowance should also be increased to Rs 4,500 per month, as the current limit of Rs 300 per month, is too less and does not reflect the high expenses involved in the current system.
> An independent deduction separate from the deduction under section 80C of the Act, in respect of housing loan repayments (principal) should be provided. This will help motivating people to repay the housing loans at a time when inflation is very high.
> Standard Deduction from salary, which was withdrawn from the Assessment Year (‘AY’) 2006-07 should be revived. A standard deduction of Rs 75,000 or 10 percent of salary will bring great relief to salaried individuals. This deduction was earlier available under Section 16(1).
> The exemption limit of Rs 50 on the provision of free meals was introduced in 2001, since then the costs have increased multifold, thus this limit should be rationalized to a minimum of Rs 150 to help the common man cope with rising prices of food items.
> The exemption limit of leave encashment under section 10(10AA)) should be raised to Rs 10 lakhs.
> It is suggested with an increase in trend of travelling overseas, overseas travel should also be included within the purview of exemption for Leave Travel Allowance (LTA)
> It is suggested calendar years should be replaced with the concept of Financial Year.
> It is suggested that LTA exemption should be allowed each year as compared to twice in block of four year.
> It is suggested to clarify that the benefits under section 80CCD is applicable to employees irrespective of the date of employment. Since this benefit is over and above other retirement benefits the deduction in respect of employee contribution to National Pension Scheme should be allowed over and above the limit of Rs 100,000 under chapter VIA.
The salaried class would be eagerly awaiting finance minister Arun Jaitley's maiden Budget speech, likely in mid July. And why not. Just a month before the NDA won the elections with a huge majority, Jaitley had suggested that the Income Tax exemption limit should be raised to Rs 5 lakh from Rs 2 lakh currently.

No change in five days a week working in Central Govt. Offices

NEW DELHI: 14 JUNE, 2014
Present whispering about reverting back to six days a week in place of the prevalent five days week working in the Administrative Office of the Central Government.
In this connection, the issue was discussed by Shri Shiva Gopal Mishra, Secretary Staff Side, National Council(JCM) and General Secretary, All India Railwaymen’s Federation, with the Cabinet Secretary on 13th June, 2014, and it was brought to his notice that five days a week working was introduced, way back in the year 1985 after prolonged deliberations at the National Council(JCM) level. Various aspects, including energy saving in the form of electricity and also Statutory Provision regarding working hours were kept in view.
After discussion, Cabinet Secretary assured to Secretary Staff Side NC/JCM, Shri Shiva Gopal Mishra, that no such proposal is under consideration with the Government at present.

An important e-mail has been sent to all AICEIA Circle/ Branch Secretaries and Presidents and All India office bearers on 10th June informing them of the Venue of the Convention and arrangements made for the same, formalities to be mandatorily completed by the Units participating in the Convention, Reminder about informing the host unit the details of delegates and their travel plans etc. If any Circle/ Branch/Unit Secretary and/or President  has not received this mail, they may send a mail to ajitkgbhilai@gmail.com asking for a copy, and it shall be sent forthwith to them.

There are indications that the CBEC is planning to issue Notifications / OMs in the next few days on jurisdiction of new formations, and allocation of staff to those. It is also understood that the process to effect promotions in cadres which don't require to be  figured  in the Budget and  Finance Act (i.e. to, within, and from Group B ) will be initiated immediately thereafter.

Com. Sanjay Srinivasan, Vice President (West) has informed that the next hearing  in the OA in CAT Mumbai filed by the Association  seeking notional fixation of revised  pay wef  01.01.1996 has been scheduled for 18.06.2014.

A letter has been written to the Additional Director General (HRM) , DGHRD requesting for copy of minutes of the 19.05.2014 Meeting on All India Seniority for Inspectors  and also other relevant information. A scanned copy of the same is placed below.

Ensuing Convention of the AICEIA - Compliances Pending from Circles/ Branches, Some Organisational Issues


Dear Comrades,

Many of our Circles and Branches have been negligent towards organisational issues. With a Convention just round the corner, it is high time that we spruce up our units to ring in some welcome change. Very soon it will be farewell time  for a majority of the office bearers of most of the units, as en masse promotions in course of  the Restructuring would be effected.

The average age of officers populating the cadre too would soon go down by a good  ten or twelve years, and there would thus  be a generational shift in the profile of the Central Excise Inspector, and it is  only fair and imperative that this  should be reflected in the new set of office bearers at every level of our organisation. The issues that confront the generation next of the cadre too are somewhat different - All India Seniority, Inter Zonal Transfers, New Pension Scheme  and the like, and those can be best addressed by a younger set of office bearers.

It is the responsibility of the present regional leadership of the Association to ensure that able successors are found immediately and fostered to make them ready to shoulder the new responsibilities, in those units where it has not already happened. Equally important is that willing and public spirited young men and women must come forward and accept responsibilities at all levels of the organisation. 

We  have been getting calls from some Units informing that elections are overdue there, but not being held  citing one reason or the other. This is deplorable, and cannot be tolerated since it affects the healthy functioning of the organisation. WHEREVER ELECTIONS ARE DUE, PLEASE GET THEM HELD IMMEDIATELY. OR ELSE, AT LEAST GET A GENERAL BODY MEETING HELD AND APPROPRIATE DECISION IN THIS REGARD BE TAKEN AND COMMUNICATED IMMEDIATELY THEREAFTER TO THE ALL INDIA BODY.

An initiative which this Committee had pushed right from the beginning of its tenure was  to get the performance of all units recorded and reviewed  every six months by compiling  information relevant to the organisation in a format. Unfortunately, it  has not met with much success so far. The intent was to let the units themselves evaluate their own working, identify shortcomings if any, and take necessary remedial steps. In the process accounts of the Central Committee too could be got updated, since our Treasurer is always severely handicapped not just because units do  not pay their dues on time, but do not even submit information about their membership, nor copies of their DDO certificates, which in turn renders it impossible for him to update the dues position, compile the All India body’s accounts  and get them audited. Even under these very difficult circumstances, our Treasurer   Com. Ashish Biswas (09826960962) has done an exceptionally good job, and I request all Unit Secretaries and/ other  office bearers to fully co-operate at least this one time, so that this Committee can hand over charge to the next with correct accounts, and a comfortable bank balance to begin with. Though Recognition is not an immediate concern, it is essential that DDO Certificates be compiled on an yearly basis, and kept in readiness at all times. We wish none of the Committees succeeding us would have have to face the kind of  difficulties we faced last year in this connection, though we ultimately succeeded in getting the Recognition renewed for  five years.

Despite the poor response from the regional formations, we feel it prudent and essential to persist with the reporting system initiated earlier. Placed hereunder is a format which is to be compulsorily sent  (filled in correctly and completely and with DDO Certificates enclosed) latest by 31.05.2014  by all Units intending to effectively participate in the ensuing Trivandrum Convention. It may be noted that Voting Rights of Units shall also be determined and decided on this basis. Regional Vice Presidents and Joint Secretaries  shall monitor progress in this regard within their respective charges, and the Organising Secretary Com. Devender Kumar  shall co-ordinate this entire exercise. General members in each formation are requested to contact their Unit office bearers and ensure that the needful is done in this regard within the specified time frame so that the proper representation or franchise of the unit does not suffer  on account of   negligence of any office –bearer.

A Memorandum is required to be submitted in a few weeks to the Seventh Pay Commission.
