FURTHER UPDATE ON CR



 AS PER THE INFORMATION RECEIVED FROM UNCONFIRMED SOURCES THE CR NOTIFICATION IS LIKELY TO BE ISSUED DURING BUDGET SESSION INCORPORATING ANY CHANGES IN BUDGET. MEANWHILE THE ALLOTMENT OF OFFICERS WILL BE DONE
 BY DGHRD SHORTLY SO THAT DPCs CAN BE CONDUCTED TO ALL THE CADRES AND PROMOTIONS ARE EFFECTED FROM THE DATE OF IMPLEMENTATION OF CR ..

Is CR likely to be delayed?


SG-AIACEGEO reports that the file regarding allocation of staff has again been sent today by the DG-HRD to the Chairperson who wanted some changes in it. It seems that the reorganisation would be notified/implemented after due amendments in the Act during Budget..

In exercise of the powers conferred by section 79 of the Andhra Pradesh Re-organisation Act. 2014 (6 of 2014), the Central Government hereby directs that every person, who connection with the affairs of the existing State of Andhra Pradesh in any area which on that day falls within one of the successor States shall continue to hold the same post or office in that successor State, and shall be of persons belonging to the ‘State cadre’ referred to in sub-section (1) of Section 76 of the Andhra Pradesh Reorganisation deemed, on and from that day, to have been duly appointed to the post or office by the Government of, or other appropriate authority in that successor State.
Provided that the above orders shall not apply in respect Act. 2014 immediately before the 2 day of June 2014 is holding or discharging the duties of any post or office

PM may implement performance-based incentives for central govt employees

New Delhi: Following his mantra of maximum governance and minimum government, Prime MinisterNarendra Modi may implement Performance-based incentives schemes for central government employees.

 
The Department of Personnel and Training (DoPT) is slated to give a detailed presentation on Performance-Related Incentive Scheme (PRIS), which was recommended by Sixth Pay Commission and accepted by the UPA government, to the Prime Minister soon,officials said.
 
PRIS could not be implemented by the UPA government which had given its “in-principle” approval. DoPT is likely to outline the salient features of the scheme aimed at improving governance in its presentation to Modi. “The detailed guidelines will be put in place after Prime Minister gives his go-ahead to it,” a senior DoPT officialsaid.
As per the draft guidelines framed during UPA’s tenure, performance-related incentive will be payable taking into account the performance of the organisation and employees during the period under consideration.
There are about 50 lakh central government employees.
“PRIS may prove to be a big game changer for improving governance and delivering maximum output. The Prime Minister may incorporate some new features,” the official said.
The Prime Minister has already asked his Cabinet colleagues to set a 100-day agenda with focus on efficient governance, delivery and implementation of programmes.

New Finance Minister keen to push GST

Keen to push the GST,  Finance Minister Shri  Arun Jaitley expressed desire to hold an early meeting with the State Finance Ministers. He also asked revenue officials to appraise him of the developments on the GST through a separate presentation on the issue. During a presentation by Revenue Secretary Rajiv Takru to the new FM, the officials appraised him of the problems and challenges being faced on the revenue front.
