Subject:- Allocation of posts in Andhra
Pradesh-Central Excise and ` Customs Formation -
Request - Regarding.

At the outset, we the Hyderabad Central
Excise Inspectors’ Association would like to submit that we are very
fortunate to have our Hon’ble Chief Commissioner as one of the members of the
most important Committee constituted
by the DGHRD. We take this opportunity to Congratulate Hon’ble Chief
Commissioner for becoming a member of pivotal Committee which will definitely
benefit the entire cadre of the department particularly in judicious
distribution of sanction of posts in all the cadres.
At
this crucial juncture we take the opportunity to submit the following few
lines for consideration while allocating the staff to Andhra Pradesh.
Sir, as on date the cadre of
Superintendent is having a sanctioned strength of 711 posts in the Common
Cadre of Hyderabad and Vizag Zones. These Zones comprise of 8
Commissionerates with a proportionate strength of 89 Superintendents per
Commissionerate. Despite the existing sanctioned strength, it is well aware
that there is an additional requirement of the Superintendents to meet the
present work load in both the Zones.
However, we may also bring to the kind notice
of the Chief Commissioner that the DGHRD vide their letter dated 03.09.2013
has proposed for sanction of 80 posts to each Central Excise /Service Tax/
Customs / Audit Commissionerates.
However, in the said proposals the sanction of Superintendents to
Chief Commissioners Office and Commissioner (Appeals) Office was reduced
drastically to one post in each office. But the Hon’ble Chief Commissioner is
aware that the work load in CCO as well as Commissioner (Appeals) Office
indicates the additional requirement.
Subsequently, it appears that the strength of
the Superintendents was further reduced to 50 in each Central Excise
Commissionerate. This will result in reduction of the cadre in the present
Central Excise formations of Hyderabad and Vizag Zones. On examination of the
requirement of Superintendents with the work load and collection of revenue
we feel that the original proposal of DGHRD @ 80 Superintendents per Commissionerate
will make the existing formations to cope up with the existing work load.
Besides a separate sanction of Superintendent posts for audit, Service Tax
and Customs Commissionerates is required to meet the need of growing
potential of revenue in Hyderabad and Visakhapatnam. It may be noted that the
Industry particularly the Bulk Drug Industry, Service Tax net, Customs
Imports and Exports and the IT industry is having great future in Hyderabad
and also in Visakhapatnam. It is to submit that recently a new I.T.I.R has
been sanctioned to Hyderabad with 2.19 Lakh Crore Rupees by the Central
Government and Government is also concentrating on Second rung cities in
Andhra Pradesh for establishing IT industrial hubs. Further bifurcation
of state will lead to rapid growth of Service Tax Sector as well as Industry
on both sides. Several proposals appear to be in pipeline for sanction by the
Central Government to Andhra Pradesh in view of bifurcation. Receding of
agitations and on stability of political situation in Andhra Pradesh the
potential technocrat strength will show definitely a high growth of revenue
as well as requirement of staff in immediate future.
In view of the foregoing we
request the benign Chief Commissioner to consider the following points favourably:
i.
all the Central Excise &
Customs Commissionerates to be allocated with at least 80 number of
Superintendent Posts each and 90 number of Superintendents in each Audit
Commissionerate,
ii.
the posts allocated to Customs Commissionerate in Visakhapatnam Zone
(Kakinada) may be allotted to Central
Excise pool so as to be filled up from Central Excise Inspectors cadre only.
This is because all the Minor ports in India are being manned by Central Excise
staff only.
